HOUSING SAFETY SPECIALIST

Primary Function
Under the supervision of the Program Supervisor/Director, the Housing Specialist is responsible for determining eligibility for housing programs, ensuring housing safety and HUD compliance, and providing ongoing support to promote housing stability and participant independence within the Homeless Crisis Response Program (HCRP), Housing Assistance Program (HAP), and Permanent Supportive Housing (PSH).

Key Responsibilities

Eligibility & Case Management

  • Determine applicant eligibility and complete required intake documentation.
  • Conduct needs and barrier assessments.
  • Meet with participants at least annually and complete required updates.
  • Maintain accurate case files, progress notes, and documentation.
  • Enter and maintain accurate data in HMIS.
  • Attend Continuum of Care and related community meetings as required.

Housing Stability & Support

  • Assist participants in accessing community resources to meet basic needs (food, shelter, medical care, income, safety).
  • Advocate and coordinate with service providers and community agencies.
  • Support participants in achieving goals and maximizing independence using a Housing First approach.
  • Provide transportation as needed to support housing goals.
  • Address tenant concerns and promote positive landlord/tenant relationships.

Housing Safety & Compliance

  • Conduct housing inspections to ensure compliance with Housing Quality Standards (HQS), including lead-based paint visual assessments.
  • Monitor and respond to safety concerns in collaboration with maintenance staff, property owners, and participants.
  • Intervene in volatile or threatening situations using appropriate de-escalation methods and coordinate with law enforcement when necessary.
  • Maintain property and unit incident logs and required HUD documentation.
  • Orient new participants at move-in regarding lease terms, program agreements, safety procedures, and emergency contacts.
  • Ensure compliance with program participation agreements, sub-leases, and HUD requirements.
  • Deliver notices and reminders related to rent, required documentation, and lease compliance.

General

  • Maintain professional communication with participants, staff, and community partners.
  • Demonstrate cultural sensitivity and a strengths-based approach.
  • Perform other related duties as assigned.

Qualifications

  • Valid Ohio Driver’s License and proof of auto insurance.
  • Experience working in housing, homelessness services, or related field preferred.
  • Knowledge of Housing First model preferred.
  • Proficiency in HMIS, Microsoft Word, and Excel.
  • Strong organizational, documentation, and communication skills.
  • Ability to work independently and exercise sound judgment.
