Full job description
The purpose of this position is to manage OTP driving competent E&M staff (‘OTP Drivers’) in providing safe and reliable driving of OTP (On-Track Plant) / EV (Engineering Vehicles) on the Mainline and within Depots. He is also responsible for providing training and certification for E&M staff requiring OTP driving competency.
Main Responsibilities:
Strategic
- Manage OTP driving competent staff to provide safe, efficient and reliable OTP / EV movements.
- Perform Competence Assessments of all OTP driving competent staff as per Competency Management System and ensure that their competency certificates are updated.
- Act as the key training instructor for OTP / EV driving in the depot and mainline.
- In an emergency, control the movement / stop any on-track vehicles with the use of verbal communications, hand signals and use of horn.
- Must be able to respond to abnormal working conditions and identify faults and failures accurately in OTP / EV and related onboard equipment.
- Perform and carry out other duties as directed by the Track Manager and Track Engineers.
Financial
- Ensure that all planned and unplanned movements of OTP / EV are completed without any delay to achieve maintenance targets and prevent fines due to missed KPIs
Stakeholder / Customer
- Investigate and report incidents / near miss cases, provide appropriate reports and recommend action and remedial measures.
- Enforce safety rules and regulations and carry out necessary procedures to ensure the safety of members of the public and employees of the railway.
Operational
- Report for duty fully prepared and ready to drive/operate OTP / EV.
- Ensure that required pre-start checks are conducted (including static / dynamic and emergency brake tests) prior to driving.
- Ensure that all goods / tools are safely stored / coupled and an external inspection of vehicle is carried out prior to departure.
- Prior to driving OTP, maintain communications with the correct authority (Depot / Train Controller or Engineering Controller) ensuring routes are set appropriately and receiving the appropriate authority to move the vehicle.
- When driving, knows the limits of the required movement, drives using line of sight principle, knows and understands speed restrictions and regulates speed in line with restrictions and conditions.
- Comply fully with procedures and work instructions as part of the training and induction courses for OTP driving competent staff.
- Conduct handover of vehicle to designated authority once movement is completed.
Capability / People
- Continuously provide guidance / coaching and mentorship to all OTP / EV competent operators.
