Position Summary

Workforce Solutions Child Care Services assists low-income families with access to affordable, quality childcare, provides guidance on selecting quality care, and connects families to additional community resources. The program also supports early childhood providers through training and quality improvement initiatives.

The Division Director – Child Care Services Division has overall responsibility for the planning, administration, and operation of all Child Care Services (CCS) Division functions. This position provides leadership and direct supervision for all CCS departments, including Administration, Support Staff, Client Services, Child Development, Quality Improvements, Child Nutrition (CACFP), and any new or expanded programs resulting from additional funding opportunities.

The Director is responsible for ensuring compliance with all local, state, and federal regulations, maintaining program quality, and promoting a collaborative, respectful, and mission-driven work environment.

Essential Duties and Responsibilities

The essential functions of this position include, but are not limited to, the following:

  • Supervise and oversee the daily operations of the Child Care Services Division
  • Develop, implement, and manage the annual operating budget for the division
  • Provide oversight of client eligibility determination in accordance with program requirements and funding guidelines
  • Coordinate and collaborate with Workforce Solutions of the South Plains to ensure effective utilization of funding allocations
  • Work closely with program supervisors to support continuous evaluation and improvement of programs and staff performance
  • Provide oversight and leadership for the Child and Adult Care Food Program (CACFP)
  • Foster positive working relationships with staff, vendors, funding agencies, Workforce Board staff, and community partners
  • Directly supervise all CCS staff in compliance with agency policies, procedures, and applicable local, state, and federal laws
  • Make recommendations related to employee selection, advancement, promotion, training opportunities, and other personnel actions
  • Routinely report to and coordinate with the Executive Director of SPCAA
